Title 17 ZONING*
Chapter 17.40 PROVISIONS GOVERNING THE HIGHWAY COMMERCIAL (C-3) DISTRICT
17.40.030 Special uses.
A. Churches;
B. Commercial and trade schools;
C. Medical and research laboratories;
D. Shopping centers, plazas or malls where two or more
businesses share a roof and common parking space;
E. Indoor storage of household goods; provided, however, that
the following limitations shall apply to any such special use:
1. Open-air storage and outdoor storage of any kind shall not
be permitted.
2. Storage of food, food products, grain, liquids, chemicals,
fuel, explosive materials, waste of any kind and character and hazardous waste
shall not be permitted.
3. Newly established uses of this nature which are adjacent
to or backing on any residential or neighborhood business district shall provide
along the entire length of that adjacent property line a dense hedge, tree row
or other suitable landscape device as shall be approved by the planning
commission adequate to visually screen the entire storage area from the
residential or neighborhood commercial area.
4. Any structure erected shall be constructed and maintained
in such a manner as to prevent entry into the structure by rodents, animals and
birds.
5. The use of the premises by the following, for storage
shall not be permitted, to-wit: commercial movers and warehouse companies;
commercial and industrial users.
F. Outdoor storage of goods, materials or merchandise, but
only under the following conditions:
1. Outdoor storage shall be allowed only in conjunction with
another permitted use or special use lawfully established in the C-3
district.
2. Any goods, materials or merchandise stored outdoors may
not be stored to a height in excess of ten feet above the surrounding
grade.
3. All goods, materials or merchandise stored outdoors shall
be completely screened from public view with an appropriate fence, hedge or tree
row. Such screening shall at all times be effectively maintained.
4. Such other conditions as the village board deems necessary
