Chapter 16.20 IMPROVEMENTS
16.20.030 Engineer and inspection.
A. Before any subdivision improvements are made, all plans
and specifications for sanitary sewer, storm sewer, water mains, streets, curbs,
gutters, street lighting, sidewalks, or any other public improvements shall be
submitted to the village engineer for review and approval. Construction
contracts shall also be subject to the approval of the village engineer. An
hourly engineering fee to be set by the village engineer shall be paid to the
engineer to defray the cost of reviewing plans and specifications and
construction contracts for public improvements.
B. Upon completion of the construction of sanitary sewer,
storm sewer, water mains, streets, curbs, gutters, street lighting, sidewalks or
any other public improvements, the developer’s engineer shall certify to
the village board that the installed improvements have been completed in
accordance with the approved plans and specifications and recommends acceptance
of the development. An accurate map or maps showing the exact as-built locations
of all water and sewer mains, together with manhole locations, shut-off valves,
house service connection and other similar facilities being a part thereof shall
be filed by the developer in both the office of the superintendent of water and
sewer, village engineer and the village clerk’s office. Maps and/or
drawings showing all other public improvements shall be filed with the engineer,
plat officer and village clerk.
C. It shall be the responsibility of the developer to retain
the services of a professional engineer, registered in the state of Illinois or
approved testing laboratory or combination thereof to supervise the construction
of the public improvements which are required under this title. The
superintendent of water and sewer shall be advised twenty-four hours in advance
of any connection to the existing system and also prior to the commencement of
testing of new improvements. A certified copy of the final test results for the
water and sanitary sewer shall be filed with the village engineer and village
clerk before commencement of any street improvements. The superintendent of
water and sewer or village engineer shall be notified twenty-four hours in
advance of the commencement of construction of curb and gutter and asphalt
surfacing. Upon completion of the sub-grade, the village engineer or the
superintendent shall witness the test rolling of the subgrade with a
fully-loaded gravel truck furnished by the contractor or developer and the areas
that fail the test rolling shall be repaired in an approved manner. If the
developer, contractor and/or developer’s engineer disagree with any
decision or recommendation of the village officials, the developer and his or
her engineer may file a certificate guaranteeing work for an additional one-year
period and proceed with construction unless the village recommendation is in
accordance with the EPA Standards or the Illinois Department of Transportation
Specifications, in which case no variance shall be allowed without the approval
