Title 16 SUBDIVISIONS*
Chapter 16.16 DESIGN AND IMPROVEMENT STANDARDS
16.16.020 Required public improvements.
No final plat shall be approved by the village board, until
the village engineer has certified that the plans and specifications of the
proposed public improvements meet the minimum requirements of the village,
county, state and other authorities having jurisdiction, and that the
improvements comply with the following:
A. Sanitary Sewers. Sanitary sewer lines, connected with the
existing public sanitary sewerage system shall be installed to serve all
properties in subdivisions within the corporate limits of the village, and shall
be in accordance with the standards of the state of Illinois Environmental
Protection Agency and this title.
Each lot within the subdivision shall be provided with a
connection to the sanitary sewer to terminate not less than two feet inside
property line or easement line, and shall be located at the approximate
one-third point of the lot.
The installation of the sanitary sewer line throughout the
subdivision shall conform to the sizes and locations as laid out in the
comprehensive plan or as required by the village to serve growth in the vicinity
of the subdivision. The subdivider shall construct all trunk and lateral sewers
in accordance with Environmental Protection Agency guidelines and the ordinance
regulation the operation of the sewerage system of the village.
The size and slope of the service line laterals shall be
subject to the approval of the superintendent of the wastewater system of the
village, but in no event shall the diameter be less than six inches. Service
laterals shall be installed onto lots behind the sidewalk and right-of-way and
through any utility easements. All laterals must be brought to an elevation no
deeper than five feet below the finished grade or the top of the sidewalk at a
point two feet inside the property line.
B. Storm Sewers and Other Drainage Control Structures. All
subdivisions within the subdivision jurisdiction of the village shall have a
stormwater drainage system which is installed in accordance with plans and
specifications which have been submitted by the subdivider and approved by the
village engineer as required by this title.
C. Water. For any subdivision located within the subdivision
control of the village, each lot within the subdivision shall be provided with a
connection to the public water supply. Such water service shall be extended to a
point not less than two feet inside the property line or easement line and shall
be located in the approximate center of the lot. All connections to the public
water mains shall comply with existing ordinances and shall be subject to the
approval and inspection by the superintendent of public works or any other party
assigned by the village board.
Water mains shall be as shown on the comprehensive plan, but
no main shall be less than eight inches in diameter. All water mains shall be
looped. The subdivider shall construct all laterals and feeder mains in
accordance with Illinois EPA guidelines.
Fire hydrants shall be installed at all intersections with a
maximum spacing of six hundred feet, and water valves at eight hundred feet
maximum spacing.
D. Public Utilities. For any subdivision located within the
subdivision control of the village, each lot within the subdivision shall be
provided with conveniently available utility lines which supply natural gas,
electricity, telephone service and television cable signal. All utility lines,
including gas, electric, telephone and other communications or television signal
cables, shall be laid underground with the subdivision. Methods of construction
shall be those commonly used in the utility industry with above ground access
points for distribution and maintenance purposes. All transfer boxes and
junction boxes shall be located so as not to be unsightly or hazardous to the
public. The installation of such lines shall be made in compliance with orders,
rules and regulations of the Illinois Commerce Commission pursuant to the
Illinois Public Utilities Act.
E. Disposal of Effluent from Sump Pumps. Each lot within the
subdivision shall be provided with a connection to a drain line which is
designed to receive the effluent from sump pumps. The drain line shall have a
diameter of six inches or such larger diameter as is necessary to convey the
anticipated volume of effluent and shall be located below the frost line. A
connection from the drain line having a diameter of not less than two inches
shall terminate not less than two feet inside the property line of each lot in
the subdivision. All such drain lines shall discharge into either a storm sewer
or an open ditch. Such drain lines shall be installed in accordance with plans
and specifications which have been submitted by the subdivider and approved by
the village engineer. Drain line material type shall be P.V.C. SDR 35 unless
water main quality pipe is required to meet I.E.P.A. separation
requirements.
F. The required public improvements listed in subsections A
through E of this section together with any streets and related improvements
shall be extended by and at the expense of the developer and/or subdivider to
the boundaries of any subdivision or development whenever the village engineer
determines that such extension is necessary to serve adjoining undeveloped
territory. All such improvements shall be located in the right-of-way as
indicated in the following illustration unless otherwise recommended by the
village engineer:
Street Improvements.
1. The full width of the public right-of-way shall be graded,
including the subgrade of the areas to be paved. All stumps, trees that cannot
be saved, boulders and similar items shall be removed.
2. All streets shall be improved as specified in this title
and to the latest specifications of the Illinois Department of Transportation,
as found in the "Standard Specifications for Road and Bridge
Construction."
3. The subdivider shall be responsible for the provision of
right-of-way and pavement width as required by Section 16.16.010 for collector
streets and minor residential streets. When the comprehensive plan indicates a
proposed limited access major thoroughfare to traverse property proposed to be
subdivided, the subdivider shall provide that such right-of-way, in central
alignment and widths as indicated on the comprehensive plan, be maintained free
from buildings, and further that buildings adjacent to such proposed major
thoroughfare be so situated as to be not closer to the proposed major
thoroughfare than the indicated all proper yard distances as set forth in the
zoning ordinance.
4. Roadway pavement surface and base course shall meet the
following requirements for residential streets and frontage roads:

5. Curbs and gutters shall be constructed along the outside
pavement line of all streets in the subdivision, and shall be type Portland
Cement concrete and comply with the appropriate cross-sections contained
herein.
6. Shoulders, if provided, shall be six inches compacted
gravel.
7. Sidewalks are required on two sides of all streets,
described in subsections (F)(1) through (5) of this section. Except for frontage
roads fewer than two sidewalks will require a variance. Sidewalks shall be a
minimum of four inches thick of poured Portland cement concrete and six inches
thick at driveways and four feet wide in residential areas and ten feet wide in
commercial areas. A permit is required and inspection by the village for the
construction of sidewalks in existing subdivisions.
8. Drainage and surface water treatment shall be as approved
by the village engineer. The subdivider shall prepare a drainage plan and place
it on file with the plat officer.
9. Street name signs shall be placed at all intersections and
conform to the standards for the village.
10. Street lighting may be required by the village board,
upon the recommendation of the planning commission, and shall be installed by
the subdivider in accordance with village specifications. Such installation
shall be completed within one year from the initiation of subdivision
construction.
G. Monuments.
1. Two permanent reference monuments as described herein
shall be placed at locations in each subdivision, and metal markers such as
pipes or rods shall be placed at all lot corners, intersections of streets and
alleys with platted boundary lines and at all points on street, alley and
boundary lines where there is a change in direction or curvature.
2. The two monuments shall be of stone or reinforced
concrete, three feet in length and six inches square with a suitable center
point and set flush with the established finished grade and in such a manner
that they cannot be moved by frost. All such monuments and metal markers shall
be set in the ground before the streets and alleys are accepted by the village,
the placement of all monuments and markers being the responsibility of the
