Chapter 16.12 FINAL PLAT
16.12.040 Procedure.
Four copies of the final plat and other exhibits required for
approval shall be prepared and submitted to the plat officer to be transmitted
to the planning commission. Such application for approval of the final plat
shall be made within one year after approval of the preliminary plat; otherwise
such approval shall become null and void unless an extension of time is applied
for and granted by the village board.
Notwithstanding the above, the applicant may elect to have
final approval only of a geographic part or parts of the plat that receive
preliminary approval, and may delay application for approval of other parts
until a later date or dates beyond the initial one-year period with the approval
of the village board. Under no circumstances shall the board approve the final
plat of subsequent phase until all facilities required to serve the part or
parts for which final approval was previously granted have been provided. In
such case, only the part or parts of the plat that previously have received
final approval shall be recorded.
At the next regularly scheduled meeting of the planning
commission after the date of application or the filing by the applicant of the
last item of supporting data, whichever date is later, the planning commission
shall hold a public hearing and make a recommendation to the village board of
approval or disapproval. The village board, at its next regularly scheduled
meeting, if finding that the applicant has supplied all drawings, maps and other
documents required to meet the specifications of this title and bearing the seal
of a registered Illinois land surveyor, shall approve the proposed plat. The
above procedure shall not take any longer than sixty days unless the applicant
and village board mutually agree to extend this period.
If the plat is approved, the village clerk shall attach a
certified copy of the resolution of board approval to a copy of the plat and
file said plat and resolution in the office of the clerk. If the plat is not
approved, a resolution passed stating such action and the reasons for
disapproval, particularly the aspects in which the proposed plat fails to
conform with this title and the official map.
The final plat shall bear a certificate in substantially the
same form as follows:
I, ________________________, Clerk of the Village of
Metamora, Woodford County, Illinois, do hereby certify that this plat was duly
approved and accepted by the President and Board of Trustees at a meeting held
on the _____ day of ___________, A.D., ______.
Village Clerk
Within a reasonable period of time after the approval of the
final plat by the village board, the plat shall be filed by the plat officer
with the Woodford County recorder of deeds, and if not filed shall have no
validity and shall not be recorded without recertification and reapproval.
