It is unlawful for any person, during the course of construction, erection, alteration, etc., of any building or structure, to use any street, alley, sidewalk, or other public place or way where the same will interfere with traffic thereon or will reduce the usable width of the street to less than eighteen feet, unless he shall have first obtained a permit therefore as provided in Section 15.16.010. No permit authorizing the use of streets, as provided herein shall be construed to extend to a portion of any street, other than that directly abutting on the premises on which work is being done, except with consent of the owner or occupant of the premises abutting on such portions.
