Any owner, operator or occupant who is aggrieved with the ruling or decision of the director of inspections of the village building inspections department in any matter relative to the interpretation or enforcement of any provisions of this minimum housing regulations and living standards code may appeal the decision or interpretation to the village board of trustees.
