The director of inspections of the village’s building inspections department shall order the owner to demolish a dwelling if it has been designated unfit for human habitation, has been placarded as such, has been vacated and has not been put into proper repair, making the premises fit for human habitation within sixty days after being designated unfit for human habitation.
