The operator of every rooming house, dormitory, hotel, motel, or sleeping room complex shall supply bed linen and towels therein. The owner or operator shall maintain all bedding and towels in a clean and sanitary manner and he shall furnish clean linens and towels at least once each week and prior to the letting of any room to any occupancy.
