A. Every multi-family dwelling unit, rooming house, dormitory facility, motel and hotel shall have approved common garbage and rubbish storage and disposal facilities that are screened at all times from public view.

B. All dwelling units shall store rubbish outdoors or within an approved enclosed accessory building, and in all cases, stored in one or more rubbish storage boxes or containers which are fly-tight, rodent-proof, non-flammable and reasonably water-tight. No loose rubbish shall be placed upon or strewn about the floor of any basement or cellar or other part of any dwelling, or on the ground surrounding any structure. Garbage and rubbish containers shall be so maintained and so located on the premises so that no odors will permeate any dwellings or dwelling units or the environs surrounding the container.
