Chapter 15.40 HOUSING STANDARDS
15.40.012 Scope.
This chapter is applicable to occupancy for residential
purposes of any building or structure, altered or converted so as to be occupied
for residential purposes. The requirements imposed by this chapter shall be in
addition to other applicable requirements of the village for the construction of
new buildings through its building code, as regulating conditions of
nonresidential structures, and other applicable codes and ordinances of the
village. The provisions of this chapter shall apply to all structures and
premises which are now, or may become in the future, substandard with respect to
structure, premises, protection against fire hazard, equipment or maintenance,
inadequate provisions for light and air, lack of proper heating, unsanitary
conditions, overcrowding, or other conditions which may be deemed to constitute
a menace to the safety, health or welfare of their occupants. The existence of
such conditions, factors or characteristics adversely affects public safety,
health and welfare and lead to the continuation, extension and aggravation of
urban blight. Adequate protection of the public, therefore, requires the
establishment and enforcement of these minimum standards. (Ord. 1977-14 §
