Chapter 15.40 HOUSING STANDARDS
15.40.008 Purpose and intent.
A. Because there exist in the village, housing structures
which are substandard in one or more important features of structure, equipment,
maintenance or occupancy; and because such conditions adversely affect public
health and safety, and lead to the continuation, extension and aggravation of
urban blight, this chapter is adopted to provide the establishment and
enforcement of minimum housing regulations and living standards and to promote
the adequate protection of the public health, safety and welfare.
B. This chapter shall establish minimum standards for basic
equipment and facilities for light, ventilation, heating and sanitation; for
safety from fire, for space, use and location; for safe and sanitary
maintenance; and for cooking equipment in all structures now in existence within
the village.
C. This chapter sets forth the responsibilities of owners,
operators and occupants of all existing structures and provides for
administration, enforcement and penalties. (Ord. 1977-14 § 1-2,
