No permit to move any building or structure shall be issued unless and until a fee shall have been paid to the village inspector in the sum of fifty dollars for each day or fraction thereof that it is intended that the same shall occupy any portion of any street, alley, sidewalk or other public place. An additional sum of fifty dollars for each day or fraction thereof over and above the time stated in such application, during or on which any such building or structure shall occupy said public place, shall be paid to the inspector.
