A. Application for a building permit as required by the preceding section, may be filed by any owner, owner’s agent or contractor with the director upon such forms as may be provided; and every such application shall describe the land upon which the proposed building or work is to be done, by house number, lot, block or tract, subdivision name or other general description that will readily identify and definitely locate the proposed building or work.

B. In any and all cases where a general contractor is in charge of or has been hired or employed by an owner or his agent to perform such erection, construction, rebuilding, demolition, enlargement, alteration, remodeling, repairing or removal of any building or structure within the village, it shall be the duty of such general contractor to procure and pay for the permit herein required and to otherwise comply with the provisions of this code.
