Any person who violates, neglects or refuses to comply with, or who resists or opposes the enforcement of any provision of this title, or who shall proceed to build in violation of any provisions or contrary to any detailed statement of specifications or plans submitted to the department of inspections, or who shall commence to build without having first obtained a building permit, therefor, shall upon conviction thereof, be fined not less than twenty-five dollars nor more than five hundred dollars for each offense.
