Whenever any building, construction, repair, alteration or work is being done contrary to the provisions of this title, the director or his authorized agent may order the work stopped by notice, in writing, served upon any person engaged in doing, performing or causing such work to be done; and if such person is not readily found, then such notice may be served by posting a "Stop Work Notice" upon the premises in some, conspicuous place; and any such person performing any work on such building or premises shall immediately stop such work until authorized to proceed, in writing, by the director or his authorized agent.
