When the public sewer main becomes available, as provided in this title, any such septic tank, outhouse, privy, privy vault, cesspool or other private sewage disposal system, theretofore used, shall be discontinued and a direct connection shall be made to the municipals sewerage system in compliance with this title, and any septic tanks, or similar private sewage disposal facilities shall not be permitted to discharge into any public sewer main, storm sewer or natural outlet.
