The village board authorizes the superintendent of the combined system to grant such permits as he may deem proper allowing persons to connect to the waterworks and sewerage system upon compliance with the rules, regulations and charges provided in this title. The president and the board of trustees are authorized to establish such rules, regulations and charges for the granting of such permits and amend the same from time to time as may be deemed necessary.
