The village may at its option prohibit the discharge of any waste which in the opinion of the village engineers will interfere with the effective operation of the wastewater treatment works or which will result in the accumulation in settling ponds, sludge or elsewhere of harmful materials at a concentration in excess of that deemed safe by any applicable state or federal statute or regulation.
