Chapter 13.12 WATER SERVICE AND WASTEWATER USER CHARGES AND RATES
13.12.080 Billing procedures.
Water and wastewater services are provided subject to the
following regulations:
A. In any case where water supplied by either a single meter
or a single accessible shutoff serves more than one unit in a duplex,
multi-family dwelling, multi-unit commercial facility or multi-unit industrial
facility including, in particular and without limitation, two or more apartments
served by a single meter or a single accessible shutoff, all charges for water
and wastewater service shall be billed to the owner of record of the property
upon which the meter is located and not to the occupants of the individual units
which receive water through the meter or shutoff.
B. Where the owner of a duplex, multi-family dwelling,
multi-unit commercial facility or multi-unit industrial facility desires billing
to be made to the occupant of each separate unit, then separate water meters and
separate accessible shutoffs must be installed for each unit, the proper
deposits made, and billing will be made on an individual basis. In any event,
however, the owner of rental property is jointly responsible for any delinquent
bills of his or her tenants, over and above the required deposit.
C. Landlords shall promptly inform the village in writing of
any new or converted apartments in existing buildings, so that appropriate
billings can be made by the village treasurer.
D. Water meters are the permanent property of the village
water and sewer department, and must at all times be properly sealed. To help
defray the cost to the village of procuring the initial meter and adding the
same to the water and sewer department assets, the property owner pays a use
cost to the department, which equals the actual cost to the village of the
meter. In turn, the village agrees for this initial payment to maintain and keep
this meter in repair or to replace if and when the village deems necessary.
Other than the meter, any other lines material or connections beyond the
corporate stop are the sole responsibility of the property owner, with the
understanding that no extensions or further connections may be made without the
written consent of the village.
E. Motels (not apartments) having transient occupants are
considered to be one building unit and require but a single meter and one
