There shall be established a minimum charge and a basic user rate for the use of and for service supplied by the wastewater facilities of the village, as follows:

A. A minimum charge of six dollars and twenty-six cents per month period to all users whose water consumption does not exceed two thousand gallons per month.

B. A basic user rate of one dollar and twenty-six cents per one thousand gallons metered or adjusted (as in Section 13.12.040) in excess of two thousand gallons per month to all users who discharge normal strength wastes to the system.
