The president and board of trustees are authorized to make such rules and regulations consistent with this title for the connection to the waterworks and sewerage system, specifying the types and sizes of pipes and all other appurtenances and extensions thereto, and amend the same from time to time as may be deemed necessary. All service pipes and connections to the combined waterworks and sewerage system shall comply with the specifications and rules for connection to the waterworks and sewerage system and violations shall be subject to penalty as provided in this title.
