"Wastewater service charge" means the charge for a one-month period levied on all users of the wastewater facilities. The service charge shall be computed as outlined in Chapter 13.12, and shall consist of the total or the basic user charge, and a surcharge, if applicable. (Ord. 1979-7 § 3 (part), 1979)
