The police department and all members thereof are authorized to remove and tow away, or have removed and towed away by a commercial towing service, any vehicle unlawfully parked in violation of Section 12.32.010. Vehicles so removed and towed away shall be stored in a parking lot and shall be returned to the owner or operator of the vehicle upon payment by the owner or operator of such towing and storage charges as may be incurred in connection therewith.
