No person shall remove or cause to removed, or aid or assist in removing any building into, along or across any street, alley or public ground in the village without first having obtained written permission from the president or the board of trustees; and no owner of any building, or the contractor for its removal, or either or both, shall suffer any building for the removal of which written permission has been secured as mentioned in this section, to remain in or upon any street, alley or public ground of the village for any time longer than may be prescribed and specified in such written notice, unless further permission is obtained as prescribed in this section.
