Whoever injures or destroys any sidewalk, pavement, crossing, drain, sewer, street, bridge or culvert, or any part thereof, or who hinders or obstructs any agent or employee of the village in repairing or making any sidewalk, pavement, crossing, street, sewer, bridge, culvert or drain, or any public improvement, or work ordered to be done by the village, or who obstructs any of the officers in the discharge of their duties, shall be subject to a penalty of not less than five dollars nor more than one hundred dollars for each offense.
