A. Notice and an opportunity to be heard in the form set forth in this chapter are required before the village police may authorize the removal by towing of an abandoned vehicle pursuant to Illinois Revised Statutes, Chapter 95-1/2, Paragraph 4-201, et seq., as amended, except when the statute authorizes the immediate removal by towing of such a vehicle.

B. Whenever the immediate removal by towing of an abandoned vehicle is authorized pursuant to Illinois Revised Statutes, Chapter 95-1/2, Paragraph 4-201, et seq., as amended, notice and an opportunity to be heard in the form set forth in this chapter are required before the village police may require the owner to pay towing and storage charges.
