It is unlawful to drive any motor vehicle upon a street unless the vehicle is equipped with good and sufficient brakes in good working condition, as required by the state traffic law, or to operate any vehicle which is so loaded that the operator does not have ready access to the mechanics operating the brakes of the vehicle.
