Whoever wilfully kindles or leaves any fire, or deposits or uses any dangerous, combustible or inflammable material, liquid or substance in such a manner as to cause damage or injury to any building or other property, or in such a manner as to endanger any building or other property, shall be subject to a penalty of not less than three dollars nor more than one hundred dollars for each offense.
