No person shall burn or cause to be burned any hay, straw or other combustible material within any street, alley or public place in the village, without permission of the president or board of trustees, nor shall such burning be within twenty feet of any house, barn, shed, fence or wooden building, under a penalty of not less than three dollars nor more than one hundred dollars for each offense.
