The office of the village collector is created. It shall be the duty of the president of the board of trustees, by and with the approval of the board of trustees, to appoint some suitable person village collector, at the first regular meeting of June in each year, who shall hold his office until the termination of the fiscal year for which he was appointed, or until his successor is appointed and qualified.
