A. All committees shall be appointed by the president, unless otherwise directed by the board. All standing committees shall be appointed from and among the members of the board by the president, annually, on entering the duties of his office. The first name on each committee shall be the chairman of the same.

B. The following shall be the standing committees of the board:

1. Finance;

2. Streets and sidewalks;

3. Public buildings and public square;

4. Law, order and health, which shall be known as the board of health;

5. Fire and water, which shall be known as the water board.

C. The village clerk shall forward all papers to the appropriate committees and officers within three days after the reference shall have been made.

D. Standing and select committees to whom references are made, shall in all cases report, at least once in each month unless further time is granted by a vote of the board, the state of facts, with their opinion thereon, signed by the members concurring therein. Minority reports may be received at the same time with majority reports. (Prior code Ch. I, Rules 35, 36, 37, 38)
