The regular stated meetings of the village board shall be held in the Village Hall on the first and third Tuesdays of each month, at seven p.m., and special meetings shall be held at such place and at such time as in the judgment of the president, or any two members of the board, the same are necessary or expedient, notice of such special meetings being given to each member of the board by the village clerk. Such call shall be in writing duly signed and presented to the village clerk, who shall proceed immediately to prepare notices of the special meeting and shall cause them to be served on the president and members of the board by the chief of police. Such notices shall describe in brief the nature and object of the call; no business shall be transacted at any such special meeting except such as is mentioned in the notice calling the same.
