A horizontal base or datum plane of reference to which all village levels, grades and elevations shall hereafter refer is established one hundred feet below the top of a bronze plate in the southeast corner of the concrete foundation to the west column of the Metamora Court House, in the village of Metamora, Woodford County, Illinois.
